I offer consultancy support to Local Authorities on heritage and cultural projects, including:

  • Audience development planning and strategies

  • Project development and bid-writing, particularly for National Lottery Heritage Fund projects

  • Project management, delivery, and grant monitoring support

  • Evaluation planning and delivery

  • Consultation planning and delivery

I am experienced at working with Local Authorities and have an in-depth understanding of how they work. I’m confident and experienced at working with colleagues at all levels in complex organisations, taking a professional and collaborative approach to project working.  

Recent work for Sunderland City Council included Activity Coordination for Bishopwearmouth Townscape Heritage Scheme, which was nominated for a North East Culture Award in 2024, and Evaluation Consultancy on the Museum and Winter Gardens NLHF funded re-development project. I am currently contracted as Evaluation Consultant on the Council’s UK Shared Prosperity Fund Cultural Programme and Mowbray Park Community Garden.

We worked with Philippa on our activity plan for our national lottery funded scheme in 2023-24. She was a very positive addition to our team,
an approachable ambassador to our partners and volunteers, with a proactive approach to problem solving, organised and reliable throughout. We hope to work with Philippa again in the future.

Previous clients include:

  • Northumberland City Council/Scottish Borders Council: Activity Planning for the Union Chain Bridge NLHF bid (£3m grant secured in 2019).

  • Whilst working as a Consultant at Tricolor, I worked with the Hull City Council/Hull Culture and Leisure team to create an Activity Plan for the Hull: Yorkshire’s Maritime City project, which went on to secure a grant of £15m from NLHF.

bishopwearmouth townscape heritage scheme

I worked with SCC to deliver the Activity Plan for the Bishopwearmouth Townscape Heritage Scheme (funded by NLHF). This included organising, publicising, delivering and evaluating a range of activities including walks and talks, work placements, social media campaigns, workshops and a Family Fun Day celebrating the achievements of the project.

Mowbray Park community garden

I am working with Sunderland City Council to understand and measure the impact of the community garden project using a range of quantitative and qualitative methods. This will enable effective reporting to funders and an ongoing process of reflection and review to ensure the garden is meeting the needs of users and participants.

SUNDERLAND CITY COUNCIL EVALUATION

I am currently working with the Council to evaluate a number of UK Shared Prosperity Fund and NLHF culture and heritage projects. I am able to quickly understand and integrate into complex teams and develop innovative evaluation methods which meet funder requirements, demonstrate impact, and enable learning within client organisations.
